How do you make a dress from a reference photo?

I want to make this really cool dress for my costume for haloween. I don't have a pattern for it and I can't find one because it's a weird style. It also has some things that I'm not used to making, like ruffles and puffed sleeves, along with a vest, I plan on practicing by making a barbie sized dress, but I don't know if there is anything else I can do.


Do you have any suggestions that can help so that I don't make any really big mistakes in the future?
